A PAWP welfare campaign
Rehome With Reason
Encouraging kinder, safer and more responsible decisions whenever a companion animal may need a new home.
People consider rehoming their pets for many different reasons. Housing problems, financial pressure, illness, domestic abuse, relationship changes and other circumstances can create difficult decisions they never expected to face.
Sometimes appropriate support can help a person and their companion animal remain safely together. Sometimes rehoming genuinely is the safest, kindest or most realistic outcome.
Rehome With Reason is a campaign from PAWP — The People & Animal Welfare Project, encouraging thoughtful and welfare-first decisions at every stage of that journey.
We believe every companion animal deserves to be treated as an individual, with their safety, needs and long-term wellbeing considered before a permanent decision is made.
Because finding the right outcome matters more than finding the quickest one.
Explore the pledgeWhy this campaign matters
Rehoming a companion animal can be one of the most difficult decisions a person makes. Often, that decision arises alongside housing insecurity, financial hardship, ill health or another major change in circumstances.
Without appropriate information or support, decisions may be rushed or made without fully understanding the alternatives.
In other situations, informal rehoming arrangements can leave important questions unanswered about an animal’s health, behaviour, suitability and future welfare.
Rehome With Reason encourages a different approach: understand the circumstances, explore appropriate support and, when rehoming is necessary, follow a responsible pathway that considers the animal’s individual needs.
Rehome With Reason isn’t about telling people whether they should rehome their pet.
It’s about encouraging informed, compassionate decisions that protect both people and animal welfare.
There should be no shame in recognising that circumstances have changed. What matters is approaching decisions responsibly, honestly and with the animal’s long-term welfare at their centre.
❤️ Support first
Where safe and realistic, explore practical help, specialist guidance and suitable alternatives before permanent separation.
🐾 Welfare always
Put each animal’s individual needs, safety, wellbeing and long-term suitability at the centre of decisions.
🤝 Rehome responsibly
When rehoming is necessary, prioritise accurate information, appropriate assessment, thoughtful matching and responsible handovers.
Before rehoming
Sometimes the problem isn’t the relationship between a person and their pet.
Housing problems, temporary illness, financial difficulties, disability, behaviour concerns or other life circumstances can make caring for a companion animal feel impossible, even when the person desperately wants them to stay.
Where safe and appropriate, exploring the underlying difficulty may help identify practical alternatives.
This might involve housing advice, financial assistance, veterinary care, temporary fostering, accessible care arrangements or specialist animal welfare guidance.
Not every situation can be resolved. Support should never become pressure to keep an animal when their essential needs cannot be met, or when remaining together would be unsafe.
Understand the reason before deciding the outcome.
Explore support to keep your petWhen rehoming is the right outcome
Sometimes a person’s circumstances change so significantly that finding a new home genuinely becomes the safest or most appropriate option for an animal.
Responsible rehoming is not about judging someone for reaching that decision. It is about making sure the next steps are taken carefully and with appropriate safeguards.
Rehome With Reason encourages people to:
- Understand the animal’s individual welfare and care requirements.
- Share honest information about health, behaviour, history and any known concerns.
- Consider a reputable, species-appropriate rescue or welfare organisation where specialist involvement is necessary.
- Prioritise suitability rather than the first available home.
- Ensure prospective carers understand the animal’s needs and long-term responsibilities.
- Avoid rushed, pressured or unclear handovers.
- Consider the animal’s future wellbeing throughout.
Why a structured approach matters
Most people considering rehoming are trying to make the best decision they can within difficult circumstances.
However, when decisions are made under pressure, important information may be missed and there may be insufficient opportunity to assess whether a potential home is suitable.
A more responsible approach can support better-informed decisions by:
- Encouraging clear information about the animal’s needs before a commitment is made.
- Supporting honest conversations about care, behaviour and long-term responsibilities.
- Considering the suitability of the environment and prospective carer.
- Recognising when specialist rescue or veterinary advice may be required.
- Supporting appropriate introductions and transition arrangements.
- Reducing avoidable misunderstandings or unsuitable placements.
- Keeping animal welfare central to the decision.
Who is Rehome With Reason for?
🏠 Pet owners
If you’re considering rehoming a companion animal, the campaign encourages you to understand your options and approach the decision thoughtfully, without unnecessary pressure or judgement.
🐾 Prospective adopters
Responsible adoption means looking beyond availability and considering suitability, species-specific welfare, household circumstances and long-term commitment.
🏡 Shelters & rescues
Animal welfare organisations play an essential role in responsible rehoming, particularly where animals have complex or specialist needs.
The campaign recognises that expertise and encourages welfare-led, informed decision-making.
🧭 Professionals & organisations

Recognising the relationship between people and their pets can help identify relevant support pathways.

What the Rehome With Reason pledge stands for
The Rehome With Reason pledge is a voluntary commitment to promoting safer, kinder and more responsible companion-animal rehoming.
It invites pet owners, adopters, rescue organisations, professionals and supporters to uphold a welfare-first approach built around the following principles.
- Support before rehoming — exploring realistic alternatives to permanent separation where it is safe and appropriate.
- Animals are not commodities — placing welfare above profit, speed or convenience.
- Honest and transparent information — sharing relevant details about an animal’s health, behaviour, care needs and circumstances.
- Thoughtful matching — considering species, suitability, environment, knowledge and the prospective carer’s long-term capacity.
- Responsible handovers — encouraging clear arrangements, appropriate safeguards and a thoughtful transition.
- Compassion without judgement — recognising that people may face pressures or circumstances that make keeping their pet impossible.
If you believe decisions about an animal’s future should be guided by compassion, honesty, responsibility and welfare, you can show your support by signing the pledge.

From principles to practical technology
The HomeWagger App
PAWP’s Rehome With Reason campaign promotes responsible rehoming principles across companion-animal welfare.
HomeWagger is our dedicated dog-rehoming app, currently in development. It is designed to put those same principles into practice for dogs.
The planned platform includes detailed dog profiles, structured Expressions of Interest and controlled communication to help people consider potential homes more carefully.
HomeWagger does not offer rehoming services for other companion-animal species. People rehoming cats, rabbits, birds or other animals should seek an appropriate specialist rescue or welfare organisation.
Rehoming is not simply a transaction. It is a decision about an animal’s future.
Part of The People & Animal Welfare Project
Rehome With Reason is part of a wider purpose
PAWP — The People & Animal Welfare Project brings together welfare-focused public guidance, professional practice resources, collaboration and digital initiatives that recognise the connection between human wellbeing and animal welfare.
Our wider work includes PAWP Connect, a professional platform being developed to help organisations recognise companion-animal-related needs, access evidence-informed guidance and embed pet-inclusive practice.
HomeWagger remains our dedicated dog-rehoming app, while Rehome With Reason promotes the broader principles of thoughtful, responsible companion-animal rehoming.
These initiatives share one purpose: helping people and their animals remain together wherever safely possible, while recognising responsible rehoming when it is necessary.
For people, for pets, for purpose.
